Depends on the position that they match into.

 

In some provinces (specifically Nova Scotia and Newfoundland), in the second round, the IMG spots open up to all. If a CMG matches into an IMG spot, they have to accept the ROS contract attached to it. Conversely, in Saskatchewan, the second round CMG spots open up to all, and if an IMG matches into it they don't have a ROS attached.

 

So you can see that the ROS in attached to the spot, not to the individual.

 

The reason this is so is because these spots are actually funded by a province or by a health region. These groups actually coughed up the money to fund these spots - to create a position where none existed before. Because of this, the spot doesn't exist without being funded by the ROS contract.
