For a reason or an other, that student really want to(and needs to) move to city ''Y'' to do his 2 years or clerckship. Since, clerckship, within a province, is supposed to be approx the same, he thinks it would be ok. Different schools have different clerkship schedules and dates, so I'd say it's certainly incorrect to regard programs within a province as at all equivalent in timing or structure.
