Ian Wong
No such rankings exist. You can find some medical student attempts to rank the US radiology programs in the discussion forums at http://www.auntminnie.com The most notorious example is found in this monster thread here: http://www.auntminnie.com/forum/tm.aspx?m=98370 Those are the largest online forums for discussing North American radiology. They have sections for med students, residents, fellows, and staff. In general, the US has a large variation in quality; everything from places with phenomenal world-wide reputations, to community hospitals with no academic affiliations and minimal emphasis on teaching. The Canadian programs all tend to be relatively uniform in quality without as much variation from the mean. At this time, there is reciprocity between Canada and the US for radiology, which means that doing residency in one country will allow you to take the board exams of the other. If you are trying to match into the US, getting into the top programs is extremely difficult. There's also a significant geographic bias, so most people get the majority of their interviews in their home region. If you are trying to match in Canada, you'll apply to all the Canadian programs, and just try to match in general. You'll hopefully get a better sense of which programs would be the best fit during your interviews, and during conversations with home attendings/residents.
