she doesn't do interviews, but is very responsible for contacting successful applicants. So I doubt she decides who gets in or not, but if you were on the waitlist and were on her bad side, she might let the phone ring only a couple of times before going on to the next name!

i think at most schools they make sure that the interviewers have never had prior contacts with the interviewees to avoid prejudice/favoritism, etc
