docji
There are some programs that accept supporting documents after the file review has open ie after CaRMS deadline. I am wondering during this time if I can upload a new Personal letter? Thanks.
PhoenixFlare500
I think you can, it'll just be labeled as "Late", which means some programs will ignore it while others will consider it. Whether or not it'll have less weighting in the latter programs, I don't know.
Lactic Folly
Unless your circumstances have changed and the content of your personal letter is significantly different, it's probably not worth it. May make you look disorganized and unable to meet the deadline.

ER scrub
some programs accept submissions of entire applications post Nov 22. If you think your new PL is that much better than the old one, my guess is these programs will be the most forgiving (or be totally fine with it).
