Ip After Master's

Does anyone have experience applying to UofM after doing a Master's at UofM but originally being out of province? The site says you're considered IP if you have a degree from Manitoba, but I'm not sure if you have to have it at the time of application or just before classes start. Anyone know how that works?

It would be best if you contacted admissions directly about this instead of seeking third party information IMO
