It won’t hurt your chance. So list it. If I were one of the principal investigators for a certain research field, I won’t hire a student that has no experience or significant merit. Best of luck! PS: If that award has some obligations enclosed and you know for sure those will interfere with NSERC’s expectation, better decide which one you’d like to do in summer. Somewhat repeating what the above poster has said, but selection committees want to see that the money going towards a USRA is given to a student who has shown academic productivity (Scholarships, good grades, and the like). Think of it like any summer job application. It wouldn't make much sense to hire someone who isn't qualified for the position.
