Out of Province Cutoffs

Hi. I am currently in my fourth year. Is my understanding correct that I need a 3.70 or better in my second and third year to apply to Dal? The webiste says something about two consecutive years.

On the first day of class, right after orientation, they got a prof to announce to the auditorium that two students had been admitted by mistake, and that they would be revoking their admissions.
