Applying to NOMS as their respective residents

I am not sure if this works, but I have heard about it. Many medschools outside of Ontario, ie. calgary, the maritimes, have very low requirements for students from their provinces. I was wondering, why not, for example, become a resident of Calgary, then apply to UofCal medicine. But then I am not sure if you will still be seen as an Ontario student, or what do u have to do to become a Calgary resident. Do u have to find a job there and have a permenant address there?
