has anyone received an outright rejection letter?

got my waitlist (i think that's what it is?!) letter from u of t (postmarked june 4th) today in ottawa

 

it says....

 

"The faculty of medicine has now sent offers of admission to some applicants and refusal letters to others. Although we have made offers to fill all of the positions available in our class it is possible that a number of students to whom we have offered admission may not accept. We have retained your file for further consideration should such vacancies arise."

 

just wondering if everyone gets this letter...i.e. do they waitlist everyone or do some people get outright rejections...
