You MIGHT be okay with submitting later. But this is what the admissions office said on phone and I wouldn't take my chances if you're ready to submit. For those that think they have zero chance, I was in the same boat last year. I only applied because ontariostudent told me to. And compared to the other app fees it was minimal in cost.
