Kind of a toughie

What do you guys think of this one:

 

"What would you do if you saw a classmate cheating?"

 

this could be referring to medical school or undergrad...I know that if its a friend, you could probably talk to the person, but what if you don't know the person. I think most people would probably just shake their head but not really do anything. Is it ok to say that in an interview?
