There's no secret formula apart from ''Rank according to your personnal preferences''. The algorithm is made to be applicant-proposing, meaning it will always try to match you to your prefered choices. You also have to remember the match is a binding contract and you will have to go anywhere you are match to. So make sure you could accept all the programs you're ranking.

I think it definitely means at minimum that they appreciated discussing with you during the interview. I received a similar-ish comment during one interview and I had good vibes overall. However, I don't take it as more than that and I won't assume they're ranking me highly just because of that. We never know. They could be telling that to everyone.
