Easiest province/territory to get full license?

I've completed my residency in psychiatry in the US; currently completing a fellowship year. I'm looking to start work in Canada right after fellowship. I've completed all my MCC exams and hopefully by then, will have completed the Royal College of Psychiatry exam. Provinces seem to vary in their requirements; Ontario for instance requires all IMGs to have 1 year of training or clinical work prior to being granted an independent license. One can be exempt from this requirement, but it takes 3-4 months for the committee to approve this. All these checks and balances will delay the start of work, so I'm looking for a province in which there is a less cumbersome process getting an independent license. Any thoughts would be much appreciated!!
