It is not a match violation if you claim that a program is your top choice. What is not accepted, from what I heard, is a program asking you to give them your ranking and asking you to tell them what is your top choice. In reality, I am not sure how this is applied since I would find it exaggerated to report a program that casually asks you about your future in an interview. Try to be as honest as possible and learn about what makes the program unique and stand out for you. Saying that they are your top choice won't make you stand out and is not impressive. What makes a good impression is to know what makes the program stand out for you compared to all the others : Program's unique history Areas of expertise Emerging research Clinical settings Specific populations served Notable members Etc.
