There are barely any more places to put students on rotations. I don't see how this can happen in the short term. There are so many empty family medicine spots already per year in Qc. If it happens, this would be about political power, connections, favours, political muscle - not really about solving the access problem to timely and cost efficient medical care in Quebec.
