Does that mean ottawa does NoT have a prefernce for where you live, once you are at the interview stage?

You should definitely check with the admissions office, because I'm not sure what the policy is. But my impression is that once you reach the interview stage, they group applicants only by which program (Anglophone or Francophone), and that's it... i.e. being from an underserved area or the Ottawa region only helps you in getting the interview in the first place.
