Are you a Canadian citizen? You need to be a citizen or permanent resident first. Then you need to apply for one of the very few IMG positions that exist every year, which are highly competitive and you are unlikely to get. If you have residency / post-graduate training in family medicine from the US,UK,Australia and I think South Africa, then you can get licensed in Canada without too much difficulty.
