Can you submit your application even if all your reference letters haven't been submitted?

I'm not sure, I doubt it though. All documents have to be received by the deadline, and I think prior to submitting you have to select which two referees you would like to use on your application. I don't know if this feature or option will work if they haven't submitted. Check with the office though!
