So I need to make a change in my application and ORPAS told me to submit my application and pay the fee first and then send them a SAM regarding the changes that needs to be done? What's a SAM? laudable Posted December 19, 2015 Report Share Posted December 19, 2015 It is a secure application messaging center that you use to communicate with them after submitting you application. You only have access to it after submitting the application. I believe the only thing you cannot change if you have not yet submitted the application are the downloaded reference forms.
