Bad form/unacceptable/futile, or reasonable? Probably a no-no if the program says they're maintaining a waiting list right? Programs in question are IM ones. The worst scenario is that they won't reopen files, but at least you tried your best of appealing your application. It might be too late though as I'm sure many have emailed since interviews came out and anyone who was planning to drop an interview has already done so, with the spots given away by now.
