I would not hesitate to include it. To wit, I'm currently working on a document, (I'm helping to draft the first Surgical Charter for a surgical association in Africa). It's similar in nature to your paper, i.e., requires a good deal of research of similar documents and will be submitted for official use by some sort of governing body, and I have included it in my productivity package.
