Some merely will have teaching obligations, some will have an expected research output, but you know what the expectations are when you agree to the contract. Since the department as a whole is also rewarded for academic output there can be pressure to do something as well. this isn't true every where but in my experience there are usual a handful of staff that are hyper active researchers, and the rest are doing "enough" not to get yelled at ha.
