Does anybody know if verifiers are checked before granting interviews or after? and when in the process are reference letters looked at?

<pagetext>I just got my interview invite and it's scheduled for March 12 at 8:30 am. I tried contacting a few people on the billeting list but it seems like everyone has spring break that week or is going for an elective. Anyone know of people who'll still be around March 11-13ish?
