Re-Applying To Western Ot After Turning Down Acceptance

Two years ago I was offered a spot at Western for OT, but choose to turn down my acceptance for personal reasons. 

 

I want to re-apply this coming cycle and I was wondering if anyone had any experience applying, turning down an offer and then reapplying in future cycles? 

 

Does anyone know if they keep any sort of record of who has previously applied and/or rejected their offers?

 

Any help would be great, I want to get a sense if having rejected their offer will harm my future application.
