The call stipend is just to cover and incidental costs for call - like buying food, or transportation etc, etc. No one at the bargaining table has ever has put it that you are paid separately to do call. It is worse than you outline when you think about take home pay - which is about 38 dollars give or take for that shift. Less than 3 dollars an hour or as I put it - the coffee you are buying to stay awake is quite likely is more than what you earn in an hour. doesn't make call suck any less I suppose.
