Ian I am wondering if you need to resubmit reference letters for reapplication, or whether they can just use the same ones from the previous year.

You will need to re-submit them. I an 99% sure that the current year's applications will NOT be looked at when you apply again next year, and I don't believe they will forward the reference letters even if requested.

 

If you do happen to check with them, would you mind posting your findings here? I am nearly positive that you will need a resubmit.
