can students doing 3rd year apply to memorial? or do they have to have a degree (or have done 4 yrs of university education?)

A bachelor's degree is required, only in special circumstances they may accept you. A friend of mine was accepted for september and he does not have his degree finished. He was a few courses short because of an injury.
