Ottawa graduate policy

Can someone please explain the logic of requiring that grad students actually be in their last year to be considered in the graduate pool? A Ph.D. with below-cutoff undergrad marks, 5 Nature papers, 5 Science papers, and 10 Cell papers, would be automatically rejected if he/she is finished grad studies? This doesn't make any sense.
