I know that sub GPA is calculated with the last 20 half credits of my undergrad but since I am in my forth year and not finished my last semester, does this mean that my sub GPA will be calculated using a semester of my second year marks? Since i have no completed my final semester yet? Or do they wait for my final transcripts from my last semester of 4th year?

I think its your entire second year rather than your second semester in 2nd that is used.

Your sgpa will be calculated with 15 half-credits from third year + fall semester of fourth year (assuming you took 5 courses in each semester) and the remaining 5 half-credits will be your annual gpa from your second year.
