So like you work where the government wants you to work for a set time, kinda like the ROS agreements IMGs make for residency. You can always just choose not to stay in Quebec after. That is, I think you're OK even if you do your residency at a Quebec med school. You just can't practice after you're done residency. In order to do practice, you either pay a $300K fine or do a ROS.
