Why were visiting electives blocked through 2022-2023? I just don't know who makes these decisions, and if people are genuinely reviewing these policies to see if they make sense after a certain amount of time has passed. Did someone review the decision to remove the rotating internship and see if it actually improved things? Who are the political overlords dictating your career trajectories, and are they thinking twice about their impacts? The electives cap is obviously a good idea if the goal is to reduce the unmatched rate, since the majority of CMGs who go unmatched did so because they decided not to apply to or rank less competitive programs (i.e. if they had applied more broadly and ranked more programs, they would have matched). Also, there's no evidence it has affected the competitivity of programs, as the quota of CMGs to positions available has been more or less stable since 2013: https://www.carms.ca/data-reports/r1-data-reports/r-1-match-interactive-data/ All that has changed is the number of candidates matching to programs having done 1-2 electives instead of 3: https://www.carms.ca/data-reports/r1-data-reports/electives. Your theory doesn't work because every candidate can only match to one program/one position.
