Is this true...seems a bit low??

Well, you have to consider that Ottawa had a grad stream, so people could get in with lower GPAs. Plus, if you're from Ottawa-Outouais the GPA cutoff is significantly lower than for the rest of ontario and OOP. So I can see it being that low. It was 2 cycles ago after all.

in any case it won't be that low again - grad stream is now gone, and the average has gone up for UG as well

This is very true. Someone was telling me that the Ottawa area cutoff was 3.70 this year. So, I'd expect the average to be around 3.8 (or anywhere from 3.75 to 3.85).
