Increased residency spots for Queen's with new hospital?

Why would Queens expand spots at a new hospital in Toronto?

 

Would they think of having residents rotate at another one of its new teaching hospitals and perhaps expand the number of spots?

 

Queen's is affiliated with the new HRH now.

The issue here is that we don't really need more residency spaces in total, though it's debatable how well current spots are allocated.

 

There's also much to be said for letting community hospitals be community hospitals, and hence much more efficient (and often nicer) places to work.
