It could be that they longer require a large reference letter per referee, but rather make per evaluation criteria with a rating score with a comment box, where referees can further explain why they gave you that score/back it up with examples. Since the application process and review is so lengthy, admission committees literally don't want to waste their time reading through the "same" type of reference letters over and over again. This makes the most sense tbh. The justification for revamping as per UofT is to reduce pressure/commitment for the referees, and we know that rankings will be preserved.
