The rest were placed in a lottery for their spots (including waitlist!). The simple conclusion is that they send out the same number of offers anyway, so those with the button may or may not have been in the top 100/won the lottery. I think they mean that the pre-interview ranking of the 552 people was used, minus the aboriginal applicants. So after aboriginal applicants were removed, the top 100 selected people were automatically given an offer, and the remaining 450ish will be lottery.
