For sure, but I think it was fairly reasonable to guess that more applicants = higher cutoffs. Anyway, great to see that the cutoffs didn't change. In general, Western really is trying to push a holistic admissions process - lowering cutoffs for standardized tests (an okay tool but not the be all end all, particularly in the face of barriers) helps with this.
